Often when itis pointed out, they leave you alone and hope you'll not raise enough of a stink that they have to actually change the policy.
It's like when furniture stores charge you a delivery fee that will refund 100%. They do that because over half the people never file for the refund! In this case, the district is hoping that just the policy will keep you in line, and if not, that bullying you with the "You did't do what we told you" clause.
My new rallying cry in these situations has been "let's dance and see whose left standing" I cannot recommend this unless you've gotten as old and crusty as I am, and/or you don't *need* that job anymore.
Just like any sales negotiation, the willingness to walk away is a powerful tool.
