If a particular district has removed the step up then they have no interest in retaining teachers. At that point the only thing that will work will be when enough teachers leave and they realize why. You or your HD won't change a district level decision regarding finances. My current district didn't do raises this year but is spending a ton of money all over the place. Just not on humans. When the turnover rate gets high enough they will fix that but that's going to take 5 or 6 thousand staff members to leave before it gets their attention....
To add to this...
not a job seeker, rather an assistant who has been in a district in the same position for a number of years and the "step-up" salary schedule has recently been removed from the district.
So I've heard of head band directors and head athletic coaches negotiating their contracts for salray increases.
Are there any Head directors who have actually helped their assistant with this?
Is this even in the realm of possibilities for assistants?
Does anyone have experience doing this as an assistant? Where did you start? How did you approach this?
Is there an HD willing to shed some light on this subject from their perspective?
