When I first present the trip, I send out a letter with deposit dates, payment schedule and general itinerary. Along with a paper they must sign and return before I will except their deposit that has a statement letting them know they cancellation for the trip to be able to get any money back. If they back out after a certain date or cannot go with us for grades or whatever reason they are not getting anything back. I do try to offer those open spots to other students by letting them know if the "new" traveler can cover the cost of the trip, they can "buy out" the kid not going. Once that is done I can only give the none traveling student back money they paid into the trip. Anything donated or fund-raised for the trip will stay in "band account" for future trips/use. All of that is explained in the letter due with deposit. Make sure you get the letter approved by admin. Have them sign one of the copies so they don't "forget"
