Could you maybe have a rehearsal that day and not make it mandatory, but schedule some really fun music to play and see how many show up? There are always some kids that would much rather play an instrument than participate in some asinine field day. We call those "enrichment days" and I always tell the kids we will have a rehearsal with anyone that wants to come to band. Our administration love it because it's fewer kids they have to keep tabs on outside in the chaos. We get out instruments, we work a little fundamentals, and then we sight-read fun music like Pirates of the Caribbean, Harry Potter, Star Wars, jazz charts, etc. Playing something is better than playing nothing, and you can work in some sight-reading practice, tone work, articulation... You can build a culture of kids this way that will seek out band hall time, rather than buying in to "blowoff time".
