There are no Japanese parents making their children stay in band the same way we do here because of some perceived benefit they imagine it'll have on their child (the "Mozart Effect" or "scholarship opportunities" or "the same experience I had in band" or wtv.). Japanese kids are raised to be independent minded. It's not uncommon for a 6 year child to commute an hour by themselves to school in a big city rush on crowded trains. They're expected to take initiative and responsibility for themselves at a young age, and to meet the expectations that are placed on them by their teachers, society, and their peers. The parent doesn't really step in until the kid starts showing up at the house at 4pm after school, instead of staying at the school until 6 or 7 like they should, being involved in activities or socializing with their friends. The parent is on top of their studies though. If the child's grades start to slip enough, the parent might flat out ask the child to quit their band club and focus on their studies. A large chunk of the band drops out after December anyway if they're studying for entrance exams (band is extra-curricular in Japan).
I'd compare a Japanese school band to a DCI corps both in mentality and rigor and in many other ways (one example; for both Japanese schools and DCI, many instructors don't have music degrees). The rehearsal schedules of many Japanese middle/high school bands is certainly similar to DCI (kids often give up their entire summers in both instances). Parents don't have much role in their kids' success in DCI. It's the culture of DCI, the unified mindset of its participants who all want to be there and the expectations the staff places on them that leads to that level of performance, which again, is similar.
