If OP is based in any areas that were directly affected by Harvey, it's not out of the realm of possibility for all "non-essential" money to have been reclaimed by the district in order to maintain operations, since many people within the area may not be actually paying any money on their flooded properties right now.
It COULD be a systematic disrespect of the program. However, there are many, many more things that go into funding a program than simple wants. Some districts purchased new campuses just before the bottom fell out of the housing market, and are underwater in their bond payments.
Even rich school districts are having problems. There's an ISD in a northern D/FW wealthy suburb which has built several school campuses in the past few years that it simply can't afford to operate. The buildings are sitting empty since the district can't staff them with their current funding levels.
There are even major metropolitan ISDs I'm aware of which are having funds reclaimed by Robin Hood - in spite of the ISD having 100% of its students on free and reduced lunch, and in spite of the majority of the students within the ISD being classified as low SE and at risk.
Just saying, to all of the "GET OUT NOW" people - there's always more to the story, and it would serve you well to do your research. Yes, it sucks that it's happening to the OP - but it's not always cut and dried.
