I had a similar situation until we hired a new supe with some vision and the guts to spend money. The approach for us was to develop a 5 year purchasing/funding plan and incorporate it with the district goals. (Of course, nothing goes according to plans but it is a good framework to start with). Once the board sees that you are organized and have passion and desire for a world class band program they should take notice.
Make sure you include all of your big purchase projections as well as a general operating budget forecast. Once you start seeing some response be very appreciative and don't forget what they are doing for you and your kids. Take some students to a board meeting and show off their new toys or let the board recognize them for their achievements. Send thank you notes etc...
(This is a lot of work mind you.)
If you don't get a response from the district it may be time to move on...
