I'm surprised no one has brought this up in this thread. I agree 100% that sending a bunch of unprepared kids is a waste of everyone's time. However, I'm afraid we will just see more and more of this with the new allocation system in place. With the new system, DNA'ing unprepared kids could very realistically end up hurting your good kids when it comes time for area to state advancement. There are some cases where some areas get an additional all-state chair on certain instruments because they had ONE more kid participate on that instrument at the region level than the other areas did. Our region has always preached the philosophy of screening kids and not sending them if they aren't prepared, but there has been serious conversation about changing that mindset under the new system. I'm afraid we will start seeing more and more regions trying to pad their numbers by sending everyone and their dog to the region auditions.
