This is going to take some serious time to develop in any program - Rome is not built in a day! If you're concerned about right now... well we're in marching season! There's only so many hours in the day and most kids won't be able to work the music until we're done with the season.
Remember a 3A is never going to develop the same as a larger school simply because the kids are more committed around the school! It's really hard to expect a kid to go to a two hour sports practice after school, do their three hours of homework, and practice in a lot of situations. Not that many can't and will, but it's not going to be a big of a percentage in a larger school. If you want more ideas on how to build that I'd contact directly someone like Jim Cude, Chris Bannon, or any of the state finalists from SMC, Honor Band, or OPS. They obviously know what they're doing!
I also have had some experience pushing that technique when the kids have a special performance coming up. We went to play at Carnegie two years ago and I was able to get the kids up to some good Grade 4/5 literature for their performance. They needed a goal and a reason though to really buy into that.
