technique with a small school band

I'm doing my best with a 3A band program, after having taught junior high for many years. I feel like I have a good background in teaching tone, sightreading, rhythm etc., but I'm at a loss for how to teach advanced technique using class time. I'm focused on changing the band culture, from 6-12, encouraging students to practice, stay after schools, audition for region etc but this is a sea-change. I'm not sure what to work on class to develop technique what is 95% a group rehearsal. Throughout the year I incorporate flow studies, clark studies, scales, should I include arpeggios, thirds?
