My handbook is very clear that missing a band performance for a non-school event is unexecused. We go over this at the start of the year and have both parents and students sign an acknowledgment. Consequences include a permanent 0 in the gradebook for the performance, loss of their marching spot to an alternate, and possible schedule change to a lower band (or out of band). The previous director was much more lenient. I made an example of my lead/solo trumpet player the first year I was here. He no-showed to an early contest, I had someone else take over the solo (permanently), and on Monday morning I handed him a schedule change to last chair 2nd band. It's taken time to change the culture, and I still have freshmen every year who try to weasel out of it, but it's rarely an issue.
