Find a buddy from outside Texas.... most schools in Maine and New Hampshire do recorder in 3rd or 4th grade general music and then start band in 4th or 5th grade, and the band usually only meets once or twice a week. Some schools in those areas do have band every day but many do not. I taught lessons in a public school program where the band met once a week after school and kids who wanted to learn an instrument took private lessons until they were ready to join. Yes it's difficult, yes it moves more slowly. Would it be great if you can convince your admin to give you more? Of course. Do you have to start somewhere? Of course.
Poster who mentioned adjusting expectations is correct. Aim for great fundamentals and expect to end the year playing a band piece that uses nothing faster quarter notes (maybe a couple eighth notes) and less than an octave in range.
I came from one of those programs and survived a masters in performance at UNT, so I certainly think it's worth a try.
