Since chimes are a once per 50 year purchase for most schools I would get the nicest set you can afford - even for MS. Make sure you get the full sized chimes and not the dinky smaller ones. We had to buy a whole set of new percussion last spring and I picked up the "Adams 1.5 Octave Symphonic Series Chimes With 213 Field Frame" from Steve Weiss for less than they list on their site when we bid it out. Absolutely beautifully tuned and on the solid frame it came with I imagine at least that 50 years should be possible.
I don't think Chrome/versus brass is that big of a deal for what you're asking. I believe I've heard Chrome is supposed to be a little darker/richer sound. Versus our old set the tuning I think was the biggest improvement - and that should happen with brass too if I had to guess.
