Bendis claims he wanted to bring her back...But instead of actually having her return, he had a skrull queen pose as her the entire time "Jessica" joined and acted as an Avenger.
He then produced the (IMHO)horrible "retcon origin" of Spider-Woman mini-series. He also continually put Spider-Woman's solo series off (what was it, almost two years?)...Further dulling fan's interest in the project.
Then we got the surprise "reveal" of Jessica not being Jessica...Angering quite a few fans, I believe. I personally felt cheated, having bought many of the first few issues of those Avengers stories, because I believed Jessica had returned to the life of super-heroing (I dropped the New Avengers around #20 or so, because I lost interest and really didn't like how he was handling her character).
He gave us a rushed and very lame actual return for Jessica (and many other heroes) at the end of the badly-written and plot-hole-ridden "Secret Invasion"...I was not impressed.
When he finally does her solo series, it too is a let-down...IMHO, it was boring as heck.
I think Bendis has handled the Spider-Woman really, really badly and Marvel let him do it.
This is all just my opinion and how I feel about what has been done to the character...I know some fans may feel the same or similar to me...But I certainly don't speak for every fan.
Some female characters have been empowered to be very strong and made great returns...Like in some ways, Ms Marvel. But I feel they really screwed up in bringing Jessica back.
