At one point, she was the head of HYDRA's New York cell, and I know she grabbed a lot of power after the destruction of Hydra Island waaaaaaay back in the day. For a time, I'm sure she was the highest in the organization. Nowadays, she is a member of HYDRA's ruling council (along with Madame Hydra, Kraken, the Hive, and Gorgon), but the organization is actually run by Baron Strucker. For the most up-to-date, check out Secret Warriors... she and the rest of HYDRA's elite are all over the first story arc.
