At least in this George Perez rendition of The Baroness, she could also pass for Jessica Drew. This could be a comic book urban legend, but I recall reading somewhere that the comic book began life as a new Howling Commandos/SHIELD series, but when Marvel got the Hasbro license for the toys, the characters were all changed. Either way, I don't doubt at all that the Baroness is an homage to Viper/Madame Hydra.
Someone refresh me...is Viper/Madame Hydra THE supreme head of all HYDRA or is she a figurehead/face for the organization? They have never really streamlined how the organizational logistics of either AIM or HYDRA work.
