I would make The White Gardenia the leader (remember her? or rather, remember how she never showed up?) Make it a mystery (WHO IS THE WHITE GARDENIA) and tie her true identity to Jessica's past. Make the Gardenia a lethal, very resourceful, very persuasive character, all shadowy and pulling the strings.
Then take a bunch of second-stringers and revamp them in much the same way Geoff Johns did with The Flash's rogues...turn them into scary, violent, truly fearsome villains: Brothers Grimm, Shroud (have someone else get a hold of the cloak, a twisted, corrupted soul that wants to use it to his own advantage), Nekra, Dansen Macabre and Misfit
