It's obvious that this is to make things more confusing when it comes to whether that character is a skrull or not.
If the empress failed to replace this person, then who would be the "plan B" person? My guess would be that mother who lost her son in the Stamford incident. The Empress did say that she was needed on earth and I always thought the mother was manipulating Tony through his guilt like that Iron Man toy scene of her son's and saying that Goliath was nothing more then a common criminal even though he was saving the other's from a crazy clone of Thor that Iron man released.
She may end up being a human who wanted revenge on all superhumans.
