So what if Natasha was a child during WW II and received some Soviet derivative of the SSS or Infinity Formula? If one wants to be really technical, a lot of Soviet technology was reverse engineered from Western sources (their later T series tanks). Why would the Soviet Union NOT have wanted to create their own super soldiers like the Red Guardian or the Black Widow?

The Winter Soldier and Tasha could have encountered one another during the 1970's or 1980's. The Cold War was still fairly active at that time, and that's still plenty of leg room before 2006, implying that Natasha was an active Soviet agent during the tail end of the Cold War.
