Tasha's memory has been messed with to some extent (not Wolverine level but still up there) and the Bucky thing about Winter Soldier was a rumor that she got no details from her lover himself. With Cap always having a raw nerve about his dead partner, why would Tasha tell him? It made more sense for her to tell Fury what little she knew and let him look into it (and did she recall the affair before or after she learned her suppressed memories in the last few years anyways?).
