She is a desperate mother trying to find her child--she is going after any lead she can find. : I find it That is debatable--depending on your stance on registration, she was one of the only characters who was "doing right" in that arc by trying to help heroes escape getting arrested. I agree that Julia has made some bad decisions--but right now she's just trying to get her daughter back.

And frankly, the "teenage girl" thing really doesn't carry much weight, considering Anya's old enough to be making the decision to go out and fight with these powers. If she is choosing to be a superhero, then she is fair game as a target.
