In the Fawcett era, Billy had a chemistry set, was in a model rocket club, edited his school newspaper, played football ("Billy's Big Game"), and hung out with kids his own age, including Cissie Summerly and Dexter Knox. And according to Otto Binder, Cap WAS Billy's adult self. Before Crisis On Infinite Earths, especially in the Bridwell/Newton World's Finest stories, Billy, Mary and Freddy acted a bit more mature, but still enjoyed the company of their peers. Billy had absolutely NO PROBLEMS dealing with kids his own age until PoS. --Previous Message--
