Well for one have you tried a bitting rig on him and used the double bits as the bit for the bitting rig,bitting rig helps set the head and gets them used to a bridle and bit in the mouth they run bout $180 i have one and a friend has one and it has worked wonders on horses..let me know if that works u can find them at any tack store online dover saddlery,national bridle..etccc
