First Day in Commission - Stamped Cover

I collect stamps and covers and in a bundle of covers I purchased last year there was a First Day of Commission Cover for the Seadragon (194). It includes a roster of the crew and was apparently mailed by J. B. Perkins.
If this has some historical significance, please send me a note at MikeEdgar@insightbb.com. I don't know if this is a common cover. It is very well preserved.Thanks.
