that doesn't make sense as how would one run downwind if the boom could only swing a short distance? ... not even outside the cockpit?
i would think the designer, if smart, designs in 'flex' of the mast by choosing an appropriate extrusion thickness in combination to the stays and shrouds. some boats don't have stays/shrouds and the mast flexing is a designed way to 'reef' the main and de-power the rig.
if you want to see 'flex' look at a Nonsuch in a blow!
in know with montgomery's the M15 has a 'loose' rig. the M17 is similar. i've also read of folks overtightening the rig and causing damage to the chainplates in the Mboats.
i recommend talking with the currently builder of your craft about your concerns.
