On the Frame Work:
PVC: Yep, Quick & flexible, but a tad bulky in the bilges I would expect.
WalMart: Some of them sell lose fiberglass umbrella tent poles.
The problem there is that the metal joining fittings will eventually tend to rust, but you could lightly WD-40 'em and store them high in quarterberths out of the water. Would last a while, then cheap enough to replace.
Lowes: Some sell joining (threaded) fiberglass chimney sweep poles, would need to oil the fittings same as above.
Would need to be VERY securely mounted in fittings and handled most carefully though so they couldn't fly loose from the force of the bowed fiberglass when bumping them, it would likely be enough to easily put an eye out or worse if they popped out and hit someone.
