on a 15 footer, a qt qill cover 2 coats easily enough.
Every topside paint I have ever seen reccomends not using below waterline if the boat will be immersed for longer than 72 hrs at a time.
If it were me, I would opt for the multi season ablative with slime control at around $75.00 for a qt.
Should last you 3-4 seasons really.
If you wish to save a wee bit of money, opt for cheap modified epoxy at about $50.00 a qt.
