On the 17-20 footers I build I uusually suggest ablative antifouling most specifically for the reason you mention. Other paints may peal and blister when submerged for siginificant time.
a qt usually gives me two coats on the boats plus a third coat on the chines and bow where extra wear occurs.
In mymind it doesn't cost anymore. It pays.
Why? Labor cost to apply is way so much lower than applying a topside paint to those areas. You can get away with so much less finsishing time as the bottom paint fills in tremendously.
Lots of time savings over a topsides paint on the bottom. Clients easily save about $3-$400 by opting for bottom paint there.
If they don't want the expense of ablative they can save about $25.00 by going with modified epoxy. But is it really worth worrying about $25.00 on a 12-20K Boat???
