I don't know where this video was shot, but I swear I saw something identical in Chicago a few years back. It was March, and it was COLD and the Windy City was earning it's name. I was wearing a winter coat, driving down Lakeshore Blvd. and a bunch of guys were doing EXACTLY what you saw in that video! I kept twisting my head around to look at the sailing - really the traffic was demanding my full attention.
