Some small boats are capable of offshore/coastal passages. They
are self righting; have proper ballast and are built strong.
I can see why Ray wouldn't take his Potter offshore. The Potter is under ballasted, not self righting and not built for heavy
seas. It depends on the boat, the skipper and his skill as well.
