13 is Bavaria, 14 is, strictly speaking, England and Scotland (I guess the Jacobites refuse to recognise the concept of the UK, or even Great Britain, as the Act of Union took place during the reign of the "usurper" Queen Anne...
).
But once you have solved this, you should be well on your way towards solving the rest. As you say, no. 12 is the heir, i.e. the next in line, to the former kingdom of Bavaria and to the Jacobite claim to the English and Scottish thrones. And you know who that is, don't you...?
