Apparently they had considered creating a new character for it, but decided it would be more interesting to use someone with a bit of backstory...and given Carol's ties to Mar-Vell, she was a natural candidate.

I read something once suggesting that Ms Marvel, who was very much a women's lib character, was seen as slightly embarassing as attitudes of the times started to shift. That may explain why the "Ms Marvel" character was dropped, even though Carol Danvers herself continued to appear as a supporting character over in X-MEN.
