OCD behavior

Sam is over 11 years old. Not sure by how much as he is a rescue and his age was guesstimated. He has started this OCD behavior of licking. Everything! It started with the floor. Went to the furniture, his bed, his front paw and now his backside (just above his nubbin). He has two REALLY raw spots. The vet has given us two different tropicals and I've been trying Bitter Apple and a homemade cayenne pepper solution to no avail. Vet has suggested Prozac as the next try. Any input?
