As for culling puppies with murmurs, usually isn't done without extensive testing by cardioligists first. If the puppy is found to have a serious heart defect then the kind and responsible thing for the breeder to do is to humanely put the puppy to sleep. Puppies can be born with murmurs and then "out grow" them and old dogs can develop them. Which is why it's always wise to take pup or dog to a specialist for extensive testing.
