We also found it really helpful to use a cue word with our dogs -- it helps later when you need to TELL them to go if you're in a hurry. (We use "outside"; I can't remember why anymore.) When we housebroke each of ours, our neighbors would hear us out at all hours singing at the puppies to go "Outside!" They must have thought we were crazy.
I feel for you with the rain issue. We got our first RR right before we were hit by 3 hurricanes in a row. Potty training was a nightmare. Try an umbrella. It may help.
We've also battled UTIs with our second. You just have to separate that issue from "housebreaking" in your head. My 3 year old will still have an accident in the house if she has an infection.
