30 days in-house, then 30 days in a foster, and another 30 back in the shelter is a lot of bouncing around and in some cases, can create behavior issues. Furthermore, a minimum of only 2 weeks in a foster home may not provide enough of a chance for the animal to really settle and show its true self. Some dogs are on their best behavior; others unravel a little due to the newness of it all -- especially if the new situation is very dissimilar than their original home's expectations. I don't know how to address that, but
