Also the shelters need to be revamped so illness do not over take puppies Humane does not mean kill healthy animals You are correct just keep going to the shelter and volunteering and keep an eye on the shelter, for you are the voice of the animals that are healthy and adoptable..I see that by this letter. and get the Vets to donate time to help the sick and others That is their oath
