I agree with most of your post. However, I have had no problem with off leash situations.
IMHO, the keys to having any dog off-leash are:
2. Loyalty and Bonding
3. Sufficient exercise in the dog's everyday lifestyle.
4. Safety - only allow off-leash in wilderness or other safe areas.
I generally do an average of three to four off leash hikes per week. Roo and Abby know the drill & they have reliable re-call 99% of the time. Once in awhile, of course, they go on a chase & it takes a few minutes to get them back.
Conversely, I would agree it is dangerous for a dog not accustommed to being off-leash if that pet is put in an unfamiliar off-leash situation.
All in all, I believe the benefits and enjoyment they derive from an off leash lifestyle outweigh the (small) risks. I guess it is a choice we make, just as you make a choice to provide the benefits of a raw diet even though the risk is certainly greater than with prepared foods.
