Even an attempted bite is considered a bite whether skin is broken or not. And in most cases, even if it's witnessed that the victim was teasing the dogs, it doesn't matter, the dog still suffers. See my post above. They are considered unadoptable and will be put down unless they are permanently placed within the system.
