Jeff, I'm not sure it's realistic to call three bites in 2 weeks "minor" issues or to characterize them as fear bites when we cannot know that's the case. The fact is, most rescues won't touch a biting dog. This dog's best chance for a happy ending is if his owner commits to retraining and carefully controlling his exposure to people.
If his owner cannot commit the time and resources to retraining him, I would suggest that his best option might be to contact some or all of the ridgeback rescue organizations (including Etosha and TIRR) and offering a HEFTY donation if they'll take him and get him fostered and retrained.
