The North Shore Animal League is the largest no-kill shelter in the world. Here in New Mexico the largest no-kill is Watermelon Ranch.
It would seem that there would be possibilities for that dog at any no kill shelter that would accept it.
While many shelters will not accept "aggressive" dogs, I am not sure that a fearful dog with "minor" biting issues would necessarily be rejected.
I don't have an answer for sure, but in my mind all possibilities need to be explored prior to a euthanasia option.
