I do agree that the dog must not again be put in a situation where it can bite.
It is also very possible and even likely that the reason for the biting has to do with harsh training. If that is so, it is probably unlikely the present owner would be the type of individual to have the patience, understanding, and kindness to re-train the dog.
However, I just cannot see euthanizing an animal that has not had a second chance. I think you had great points relating to liability, but somewhere there must be rescue organization and/or humane societies who would take & work with an animal in this situation. Best Friends would certainly be one of those if they would be willing/able to take the dog.
