This isn't an obsession; it's an allergic reaction. Allergies in dogs (for reasons unknown to me) frequently manifest themselves in itchy paws. He's not having a mental meltdown. 
It's time to do some sleuthing about what has changed in his environment (food, supplements, baths, floor cleaner, etc.) that would be causing this. Do you live in a snowy part of the country where your dog would have been exposed to a de-icing chemical?
Consult your vet first, but it is probably safe to start him on a benadryl regimen while you figure out what he's reacting to. The typical dose is UP TO 1 to 2 mg per pound of dog every 8 hours. But ask your vet for advice! That should get you both some relief while you problem-solve.
