Bug Bites

Every time Lucy is outside for an extended period of time, she gets bitten up, especially on her hind legs and back. I think they are fly bites, as that's the only bug I've noticed around her, but I'm not certain. Do the preventative sprays like Flys-Off or other doggie sprays work?
