Yes, the top collar is. Both doing wonderfully on it. Of course, we did ALOT of training and don't leave them out unattended. Even so, Luna runs full tilt after a squirrel and will stop on a dime before the fence beeps.
We live on a very quiet, cul-de-sac, wooded street and have an acre of land. The dogs get to run the entire yard and know full well where the boundaries are. Zonka helped to train Luna. He won't even wander without his collar on (doesn't happen often, she was trying to eat his for awhile there). I can go on and on about our success with the fence but it could be luck. I chalk it up to training and dogs that respect us.
