Remember, too, as time goes by and the puppy gets older, Tsavo and the others will naturally be less tolerant of shenanigans. My boys will let baby puppies do anything, but by the time they're about 8 months old, they let pupster know in no uncertain terms how and when they're crossing the line.
Well-adjusted adult dogs DO (and should, as long as it's not negatively affecting the adult) let babies get away with a lot. It's how the babies learn to be good dogs with pups when they're the adults.
