Here's what I would do:
1) Heal the pad -- well beyond the new skin stage. If the new skin is pink, wait until it darkens up before doing the next step. On fresh foot wounds like slipped pads, I swab them with a diluted betadine wash, then use calendula gel. Both of these things stain, so use a sock or something to protect your floors.
2) Condition the pads with Tuf Foot or some similar product.
3) Wrap the paw with Vet-rap before hard play. Take note when it starts to fray and redo it. At the least, it'll give Lucy a little extra protection from cuts.
Young dogs have softer pads than older ones; I saw a lot of scratches and cuts on my boys around that age, too.
