John, your dog will grow as big as his genes tell him to. No feeding protocol will make him bigger or smaller, although there is some evidence that suggests an early neutered dog will grow slightly taller than an intact one.
Remember, too, the standard for males IS 25-27". I have two males who are well-proportioned, but are "small" by AZ's current show scene at 78 pounds and 26.5 inches -- yet that is totally within what the standard calls for. I would be very surprised if your male didn't reach at least 26 inches. Honestly, in my years of Rescue, I've never seen a male shorter than 26 inches. Personally, I'd rather have the 26 inch male than the 28-29 inch one because of structual soundness issues related to increased size/mass.
Regardless, I hope you enjoy your puppy no matter what size he eventually ends up. :D And by the time he's done growing, if you've done your job as dog owner properly, you truly won't care what size he is, you'll love him anyhow!
