Bob,
You're at a great point in your dog's development where you can really work with those reactions. While being afraid of traffic is a good thing, you probably also want a dog that will trust you and follow your lead. Bring some really high-value treats and use those to lure her along with you, ideally before she even thinks about acting goofy about cracks on the sidewalk. Hot dogs are my new favorite dog-distraction treat. Easy to carry and pinch tiny bits off.
Also, and I know this is a stretch, but could she be having vision trouble? The only reason I think of this is because my last fostergirl had very skittish and "no way am I moving" reactions to traffic, particularly at night. Turns out that she had been bitten in the eye as a youngster and had scar tissue from a puncture wound to her cornea -- I am fairly certain that this distorted her night vision since she did not have the same issue during the day. Again, it's probably not that, but the reaction seemed similar to me.
