Yuck, I'm sorry. We went through a couple of months with Finn one year where he had on again, off again runny poop/diarrhea. It's frustrating for us to have to deal with and it's not fun to watch our dogs be sick, either.
I think your plan to avoid the neighbor's puppy is good, too. Is there something you could spray Lucy's feet with after being outside that would help with her re-infecting herself? Maybe walk her through a pan of dilute bleach water?
